Payne County District Court

Lori Allen is the Payne County court clerk. Her office is open Monday through Friday from 8:00 a.m. to 5:00 p.m., including during the lunch hour. The court clerk records, files, and maintains permanent records of all District Court proceedings. This includes civil lawsuits, criminal charges, divorce and custody cases, probate filings, small claims, and traffic violations. The office also issues marriage licenses, passports, beverage licenses, and private process server licenses.

Payne County is part of the Ninth Judicial District along with Logan County. District Judge Phillip Corley serves both counties. Associate District Judge Stephen R. Kistler and Special Judges Katherine E. Thomas and R.L. Hert also handle cases in this district. Felony dockets are held each Friday. Domestic, probate, and small claims dockets run weekly. Civil and misdemeanor dockets are bi-weekly. Traffic and preliminary hearing dockets happen one day each month.

The court clerk collects about $4,800,000 per year in court costs, fees, and forfeitures. The majority of that money goes to 30 different state and local agencies as required by law. Under Title 22, Section 18 of the Oklahoma Statutes, eligible individuals can petition the Payne County court to expunge certain criminal records from public view. Once granted, those records are removed from OSCN and the courthouse files.
